These were the
"poor man's answer"
to a full set of
dado blades for a table saw.

There are two tapered
washers and two flat ones;
rotating the tapered
ones with respect to each other
allowed the single
blade (not included) to wobble with a
predetermined pattern
so as to sweep out a slot in the workpiece. Handy, but tough on the blade;
intended for 5/8 inch arbor. These are new and unused in their original
box, including the instructions.
