These chrome-plated, cast iron shears are marked, "Pat. Pend." but were made under U.S. Patent No. 2,600,036 which covers the blade shape and pivot mechanism.
This pair has lost about one-third of the black paint on the handles, but the nickel plating is about 99% unblemished.  No pitting and no other issues.
